Webi'm no clown, but rule of thumb is, always try to balance your damage multipliers ( p.dmg/m.dmg bonus, pen, elemental dmg). if you have other source of p.dmg bonus (S.E,enchants,etc), then elemental dmg on cards is a good idea (take note also that neutral dmg isn't easily attainable from other sources, only from cards and new gold equips). 2 ...
